docs(adopting-partial-prefetching): soften 'all segment-level prefetch modes' link text The prefetch API reference is being updated by a separate author and doesn't yet document the 'partial'/'unstable_eager' modes. Drop the 'all' claim so the link doesn't oversell the destination.
