[test] Skip flaky deploy tests (#99156)
Skips the tests that flaked during deploy in the
`test-e2e-deploy-release` run for `v16.4.0-canary.41` ([run 35935267084,
attempt
2](https://github.com/vercel/next.js/actions/runs/35935267084/attempts/2)),
using `// @force-gate !deploy` so they keep running in dev and start CI:
- `parallel-routes-and-interception`: `should support parallel route tab
bars` (Webpack 2/8 and Turbopack 1/12), `should throw a 404 when no
matching parallel route is found` (Turbopack 1/12), `should handle a
loading state` (Webpack 2/8)
- `prefetch-static-shell`: `[FAILING] speculative: attempts a static
prefetch and does not fall back to a runtime prefetch` (Webpack 8/8)
- `prefetch-fallback-static`: 6 cases under `when the param was not
prerendered and an ISR fallback was served` (Adapter Turbopack 8/12; the
2 sibling cases that passed stay ungated)
