[tests]: fix failing searchparams test (#81013)
- Adds a more reliable heuristic for when the test should start
navigating (after prefetches are initiated) as `waitForIdleNetwork` is
discouraged
- Normalizes RSC request keys to ignore the redirect value from the
middleware case
