Turbopack: use bugs.nextjs.org for Turbopack panic error reports (#88356) Update the bug report link to use the new bugs.nextjs.org service instead of the direct GitHub discussions URL. Also shares more code when handling terminals that don't support links. Test Plan: Added a deliberate panic to a turbotask, verified the link.
