feat: Add factory navigation (#13802)
## Summary
- Add sidebar navigation and separate Start work and Factory image
pages.
- Restore manual scheduled-job triggers on Start work.
- Replace the local run dashboard with a labeled Agent Runs preview and
link to Vercel Observability.
## Validation
- Pre-push formatting and TOML checks.
