revive CI benchmarks (#2555)
* revive CI benchmarks
run benchmarks on 8 cores instead to save cost
remove special stacked PR handling
run benchmarks on bench/ prefixed branches for testing on PRs
run benchmarks of other tools only weekly
* documentation, renames, path filters, and bugfixes
* Use path filtering for test too
* review
