perf: Avoid Unconditional HTTP Client Warmup (#12189)
## Summary
- Add a shared activatable HTTP client so telemetry and run/cache code
reuse a single reqwest client
- Stop unconditionally warming the HTTP client at CLI startup and only
activate it once a network capability is known to be needed
- Allow local-only cache setup to avoid constructing an API client and
document the new startup behavior
