refactor: Bind toolchain callbacks to package knowledge (#13463)
### Description
Part 8 of the package/scope knowledge completion stack.
Bind every toolchain task callback to graph-created package contexts.
JavaScript and Cargo command framing, task availability, defaults,
display commands, and derived I/O no longer recover identity, paths, or
provenance from compatibility manifests.
