chore(ci): install global turbo with separate action (#7982)
This has been bugging me for a while. Installing global turbo and
setting up turborepo environment are two separate things. Some jobs use
both, some only need one. This separates the two actions. This also
labels them consistently so we can query DataDog pipelines with
consistent Step names to see how long these steps take.
