test: Trim run logging integration coverage (#13001) Why Run logging remains one of the slower Windows Rust test groups. Several binary cases were validating output-log policy decisions that can be covered at the run-cache boundary without spawning turbo subprocesses. What Adds lower-level TaskCache coverage for output log modes, cache miss/hit status messages, and errors-only log replay. Trims equivalent run_logging binary assertions while keeping smokes for GitHub Actions grouping, log prefixes, verbosity, no-cache warnings, and run prelude stdout behavior. Moves the graph prelude assertion into the existing graph stdout test. How Verified locally with cargo nextest run -p turborepo-run-cache, cargo nextest run -p turbo --test run_logging, cargo nextest run -p turbo --test graph_test test_graph_to_stdout, and git diff --check. Push hooks also ran format and TOML checks.
