Reland "[SYCL][Test] Add e2e tests for register_host_memory with mmap and huge pages" (#22579) This relands commit https://github.com/intel/llvm/commit/e45554fe71809aa2a7846456594ec8053ad2ff89, which was reverted in https://github.com/intel/llvm/commit/510c562a36277c75cfae51d877cfa37c4de607c4 because it broke build-only CI runs. The build-only breakage is addressed in the following commit.
