[SYCL][Doc] Drop old release notes (#20606)
The document should only contain the release notes which are associated
with the current version of the project on a specific branch. As such,
removing most of the document on the `sycl-rel-6_3` branch in
preparation for adding the 6.3 release notes to simplify their review.
