XNNPACK: Support 1D input for Conv and ConvTranspose (#20349) ### Description <!-- Describe your changes. --> Support 1D input to XNNPACK Conv and ConvTranspose by using faking height of 1 to convert to 2D input. ### Motivation and Context <!-- - Why is this change required? What problem does it solve? - If it fixes an open issue, please link to the issue here. --> Enable speech model with 1D input to use XNNPACK. There is no CPU EP quantized ConvTranspose, so this fills that gap.
