Filter out markdown linter comments from translations

markdownTranslate: filter out markdown linter comments from the end of lines as they break parsing of other markdown entities such as table rows, they inappropriately appear in translatable strings, and they are not required for xliff, intermediate generated markdown or the final html.

English auto generate userguide xliff: manually remove the translation unit that incorrectly contains the markdown linter comment, and also remove its line from the skeleton. The next time that userGuide.md is changed, this translation unit will automatically be replaced with the correct content.
