[LTC] Add random_ TorchScript lowering (#63803)
Summary:
This patch added random_ to TorchScript lowering. To be noted, the XLA implementation has diverged from the
aten implementation a lot. Therefore, this patch modified the XLA lowering plumbing to match TorchScript.
