[pmo] NFC. Split addMissingDestroysForCopiedValues into a version for load_borrow and one for load. This is a pure refactor so I can make some subsequent transformations easier to do. I also did a little bit of debridement when there were opportunities to flatten control flow by eliminating direct checks for one or the other classes.
