docs(adopting-partial-prefetching): link to partialPrefetching API reference The reference page doesn't exist yet — a separate author is creating it — but the URL slug is fixed. Add the link inline (intro of the 'Adopting in a new project' section), in the related-links frontmatter, and in the 'Next steps' list so it activates the moment the page ships.
